A RESA is a regional education service agency that is authorized by state law to manage, and provide services to school districts. It is located between local and state education agencies. They are organized in a variety of ways and provide a wide range of services. 45 of the 50 states have RESAs. They have been around since 1966. South Carolina does not have such agencies.

The current system of education consortia are voluntary groups of school districts operating on their own with tasks assigned to them by their constituent school districts. Some consortia are active and some are not . These are suggestions for the creation of a more vibrant set of regional education service agencies.
